Born in Mt. Pleasant, Iowa, Connop grew up on a farm near Mt. Union (Henry County), Iowa. He graduated from Winfield-Mt. Union Community High School in 1972 and Iowa State University in 1976 with distinction with a Bachelor of Arts in history and a minor in political science.

While at Iowa State, Connop was a resident assistant in Helser Hall, Government of the Student Body (GSB) Senator, member of National Affairs Committee, Residence Hall Week Committee, Phi Beta Kappa, Phi Kappa Phi and Cardinal Key.

Connop graduated from the University of Michigan Law School in May 1979 and practiced law as an associate attorney at Doherty Rumble and Butler in St. Paul, Minn., from 1979-84.

He joined Locke, Purnell, Boren, Laney and Neely (now known as Locke, Liddell and Sapp LLP) as an associate attorney in 1984 and was elected a partner three years later. His practice emphasis is commercial litigation and creditor rights bankruptcy.

Married to Lisa Culberson Connop, the couple has two sons, Robert, a freshman at Trinity University in San Antonio, Texas, and Michael, an eighth grade student at Dallas Academy.
